The contract is for 29 units of a retaining strap identified by NSN 5340-01-714-0242, issued under solicitation SPE7L1-26-T-820T with a firm delivery requirement of 168 days from award, to be delivered FOB origin. The item must conform to the current revision of NAS1677 Revision 8 dated June 30, 2023, and only hardware manufactured to this or a previously authorized revision of the standard is acceptable; all future production must adhere strictly to the current revision. The use of Class I ozone-depleting chemicals is strictly prohibited, and any substitutes require prior approval unless explicitly permitted by the specification. Packaging must comply with DLA’s master requirements, including MIL-STD-129 for marking and labeling, and ASTM D3951 for commercial packaging unless the item is classified as hazardous under FED-STD-313, in which case TQ requirement IP025 applies. All DLA technical and quality requirements take precedence over ASTM D3951. Palletization must follow RP001 DLA packaging standards, and the unit of issue is each (EA) with zero variance allowed. The delivery destination is the DLA Distribution facility in New Cumberland, Pennsylvania, with the original required delivery date of February 27, 2027, and a need ship date of January 5, 2027. Transportation directives C19 and C20 must be followed, and the contract enforces full and open competition with no set-aside.
