The contract pertains to the procurement of 166 units of STRAP, WEBBING with NSN 5340-01-562-0561, issued under solicitation SPE7L1-26-T-947D by the Defense Logistics Agency’s Land Supply Chain organization. The delivery is required 205 days after award, with a firm FOB origin term and final delivery to the DLA Distribution Facility in New Cumberland, Pennsylvania. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, which supersedes commercial standards such as ASTM D3951. Packaging and labeling must comply with MIL-STD-129 for shipment markings and MIL-STD-130N for military property identification, while hazardous materials must meet TQ Requirement IP025 and 29 CFR 1910.1200, including submission of Safety Data Sheets. Export-controlled technical data is subject to ITAR or EAR regulations, restricting disclosure to foreign persons and requiring DLA-approved contractors to hold JCP certification and complete mandatory training. Cybersecurity compliance mandates CMMC Level 2 certification for third-party assessors and adherence to NIST SP 800-171 for covered defense information. Inspection and acceptance occur at the destination under zero-defect sampling standards via MIL-STD-1916 or comparable zero-based plans. Invoicing must be conducted exclusively through WAWF, and contract administration requires compliance with numerous FAR and DFARS clauses, including employment equity, antitrafficking, whistleblower rights, and government data control. Offerors must provide a Unique Entity Identifier and declare small business status, with eligibility for socio-economic programs such as HUBZone, WOSB, and SDVOSB. Technical data must be submitted via the DLA secure portal, and all proposals must be filed electronically through DIBBS by August 20, 2026, with no price information disclosed in the solicitation.
