The contract is for the procurement of 20 units of STRAP, WEBBING under solicitation SPE7L4-26-U-0936, issued by the Department of Defense’s LSO COMBAT VEHICLES AND ARMAMENT office. This is an indefinite-delivery contract with a maximum value of $350,000.00, though the specified quantity of 20 units is noted as an estimate that may not be purchased. Delivery is required within 81 days after delivery order issuance, with FOB Destination terms applying. The contract incorporates stringent technical and quality requirements from the DLA Master List of Technical and Quality Requirements, which supersedes all referenced standards including ASTM D3951 for commercial packaging and MIL-STD-129 for shipment marking. Identification of the item must comply with MIL-STD-130N for U.S. military property marking, requiring updated and non-proprietary data. The item contains export-controlled technical data subject to ITAR or EAR regulations, restricting disclosure to foreign persons without explicit authorization; access is limited to contractors with JCP certification, completed DLA export control training, and formal approval. Packaging must meet DLA-specific requirements under RP001 and palletization standards, while hazardous materials, if any, must follow FED-STD-313 and 29 CFR 1910.1200. All deliveries are subject to destination inspection and acceptance by the government under FAR 52.246-2. The contract mandates compliance with numerous federal and defense regulations including cybersecurity safeguards under FAR 52.232-39, DFARS 252.204-7012, and NIST SP 800-171; trafficking in persons prohibitions; employment eligibility verification; sustainable product requirements; and prohibitions on hexavalent chromium and covered telecommunications equipment. Payment must be processed via Wide Area WorkFlow, and contractors must maintain active SAM registration. The contract includes clauses on whistleblower rights, subcontractor acceleration, unenforceable obligations, and limitations on arbitration agreements. No evaluation factors are specified in the solicitation, implying a Lowest Price Technically Acceptable (LPTA) approach is likely. All proposals must be submitted electronically via DIBBS by the deadline of July 27, 2026.
