Strategic Employment Area Master Environmental Servicing Plan and Secondary Plan

The Township of Adelaide Metcalfe is seeking a consultant to develop a Master Environmental Servicing Plan and Secondary Plan for a 228-hectare Regionally Significant Employment Area. The project is divided into two primary components: amending the Township Official Plan to identify the study area as a Rural Strategic Employment Area and establishing a comprehensive planning and servicing framework to support industrial growth. Key deliverables include a Planning Justification Report, Preliminary Servicing Report, Agricultural Impact Assessment, Land Use Compatibility Study, and the draft text for the amendment. The consultant will also provide statutory support, including stakeholder consultation and attendance at meetings, ensuring all work complies with the Provincial Planning Statement 2024, the Middlesex County Official Plan, and AODA standards. The contract is expected to last a maximum of 18 months from the kick-off date, with a target completion date of May 30, 2028. Proposals are due by October 21, 2026, via the Bids and Tenders system. Awarding will be based on a multi-stage evaluation process focusing on experience, qualifications, project planning, and pricing, with an optional interview stage. The successful respondent must maintain significant insurance coverage, including 5 million dollars in Commercial General Liability and Errors and Omissions insurance, as well as 2 million dollars in Employer's Liability Insurance. This is a non-exclusive contract requiring electronic invoicing and strict adherence to confidentiality and anti-lobbying clauses.
