Water Use Efficiency Framework Support

The West Basin Municipal Water District has issued a Request for Proposal (RFP-DS-0150) for Water Use Efficiency Framework Support to assist participating retail agencies in complying with the Making Conservation a California Way of Life regulations, specifically SB 606 and AB 1668. The selected consultant will provide essential resources and technical expertise to manage Urban Water Use Objectives (UWUO) and Commercial, Industrial, and Institutional Performance Measures (CII PMs). Key tasks include project management, data collection, CII account classification, identification of Special Landscape Areas, meter analysis, and the development of Best Management Practices (BMPs) to support annual reporting requirements. All work must adhere to the California Water Code and Department of Water Resources guidelines. Proposals are due by October 20, 2026, and will be evaluated by a selection panel on a 100-point scale. The District offers incentive points for Small Business Enterprises (SBE), Local Business Enterprises (LBE), and Veteran Owned Business Enterprises (VOBE), with a maximum total incentive of ten points. The contract will be structured as a professional services agreement where the consultant is compensated on a time-and-material basis. Requirements for respondents include providing detailed resumes for key personnel, a technical methodology, and at least three professional references. Additionally, consultants must demonstrate the ability to meet specific insurance minimums, such as $2,000,000 in commercial general liability, and comply with prevailing wage laws for any applicable subconsultant labor.
