Water Use Efficiency Framework Support

West Basin Municipal Water District is seeking a consultant to provide Water Use Efficiency Framework Support to assist participating retail agencies in complying with Making Conservation a California Way of Life regulations, specifically SB 606 and AB 1668. West Basin will act as the Lead Agency, administering the contract on behalf of these retail agencies. The scope of work includes calculating and complying with Urban Water Use Objectives, implementing Commercial, Industrial, and Institutional Performance Measures, and preparing required annual progress reports. Proposals are due by October 20, 2026, via the OpenGov portal. The selection process is based on a 100-point scale to determine the best overall value, with potential interviews for shortlisted candidates. Incentive points are available for Small Business Enterprises, Local Business Enterprises, and Veteran Owned Business Enterprises. Price proposals must be based on the effort required to support four retail agencies, each with approximately 10,000 water connections. The successful consultant must maintain specific insurance coverages, including 2 million dollars for Commercial General Liability and Business Automobile Liability, and 1 million dollars for Workers Compensation. Additionally, the consultant must adhere to California prevailing wage laws for subconsultants and provide a project schedule with key deliverables. West Basin retains the right to audit invoices for three years following the completion of services.
