Special Notice N0016423SNB24 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: 5962, Microcircuits, Electronic NAICS Code: 33441 Semiconductor and Other Electronic Component Manufacturing Response Due Date: 13 Feb 2023 Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Request for Solutions (RFS) in support of Strategic Transition of Microelectronics to Accelerate Modernization by Prototyping and Innovating in the Packaging Ecosystem (STEAM-PIPE) Project PURPOSE This Request for Solutions (RFS) is issued to locate vendors with the ability to yield new heterogeneously integrated packaged prototypes that achieve less power consumption and latency, reduced physical size, and improved system performance and reliability than current packaging methods. The STEAM PIPE project will result in new chiplets and devices using advanced packaging designed, developed, prototyped, productized, and transitioned to military systems. Technical Objectives include: - Reduce size, weight, power, and cost over current methods. - Increase performance and capability over current methods. - Reuse IP to the maximum extent. - Prototypes must close technical and performance gaps at the military system level. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code - 4022. In accordance with 10 U.S.C. 4022(f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures. BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. PROJECT OVERVIEW The Navy's goal for the MACH-TB Project is a proof of concept and prototype demonstration of modular Experimental Glide Body (EGB) testing hypersonic technologies/experimental payloads in operational trajectories using already available boosters. Please visit the S2MARTS website at https://s2marts.org/ to review the full RFS. EVALUATION/REPAIRS
Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
