StrategicWatch and GNISE

The Defense Information Systems Agency (DISA) intends to issue a follow on sole source contract that includes JackBe software development, implementation, support, and maintenance services using FY12, FY13 & FY14 Research, Development, Test & Evaluation (RDT&E) and Operations & Maintenance (O&M) funding. JackBe Corporation owns the data rights to the underlying software (JackBe Presto) that supports StrategicWatch and GNISE and as a result is currently the only contractor who can provide the required software development, engineering and configuration services. The contract will be a Firm Fixed Price Contract that will have a base year, with two option years. Travel costs will be Cost Reimbursable The work to be accomplished under this contract supports DISA's mission to provide the DoD senior leader situational awareness tools (StrategicWatch) and a unified NetOps/Cyber Situational Awareness environment (GNISE), both of which utilize the enterprise data mashup capability, JackBe Presto. StrategicWatch and GNISE are Government developed, based web frameworks that make use of real-time data mashup technology to provide a rich experience for users. The frameworks consist of a desktop-like environments that contains different widgets displaying data in a variety of ways. The JackBe Presto commercial enterprise mashup server is used as a loosely coupled, underlying component of both programs and provides data-layer mashups using web services. JackBe Presto provides users the ability to easily put together real-time data from many network sources using a graphical programming interface or by writing Enterprise Mashup Markup Language (EMML). The proposed acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within Seven (7) days after the date of publication of this notice. A determination by the government not to compete this proposed acquisition based upon responses to this notice and is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available. This procurement is being conducted under FAR Part 13. DISA intends to purchase the services from JackBe Corporation. The statutory authority which permits other than full and open competition is Federal Acquisition Regulations (FAR) Part 6.302-1(b)(2), only one responsible source and no other supply or service will satisfy agency requirements. Due to JackBe Corporation owning the data rights to the underlying software (JackBe Presto) that supports StrategicWatch and GNISE, it has resulted that only contractor can provide the required software development, engineering and configuration services.
