Streambed Alteration Agreement No. EPIMS 60576, titled the Forster Gill Non-Industrial Timber Management Plan, is an agreement issued by the California Department of Fish and Wildlife and the Department of Forestry and Fire Protection. The project is located at Road Point 15 in Humboldt County, specifically within unnamed tributaries to Martin Slough, approximately one mile northeast of Elk River. The primary objective is to decommission an existing Class I culvert crossing by 2025. Following the decommissioning, the agreement provides the option to install either a 24-inch temporary crossing or a permanent 48-inch culvert crossing. The project has undergone environmental review under the California Environmental Quality Act, and a Notice of Determination has been filed. Administrative oversight is shared between the Department of Fish and Wildlife Northern Region in Redding and the Department of Forestry and Fire Protection in Santa Rosa.
