Street Lighting Master Plan

The City of Stanton is soliciting proposals for a qualified engineering consultant to develop a comprehensive citywide Street Lighting Master Plan. The primary objective is to improve public safety, mobility, and system efficiency by conducting a field verification and GIS mapping of approximately 960 city-owned streetlights, alley lights, and traffic signal safety lights. The selected consultant will evaluate the existing system for compliance with Illuminating Engineering Society standards, perform photometric analysis for various street classifications, and establish long-term goals and priorities for future infrastructure investments. The final deliverable is a comprehensive Master Plan to be presented to the City Council for adoption. Selection will be based on Qualifications Based Selection, with heavy weighting placed on project understanding, relevant experience, and team technical competence. The contract will be structured as a Professional Services Agreement with a not-to-exceed fixed fee, requiring monthly itemized invoicing and payment within 45 days of approval. Consultants must adhere to strict compliance standards, including Title VI nondiscrimination, prevailing wage requirements, and specific city insurance mandates. Proposals are due by September 29, 2026, and must include a separate sealed fee proposal.
