City of Carmel Water Utility Request for Qualifications PROFESSIONAL ENGINEERING SERVICES FOR THE TEMPORARY REPLACEMENT OF A 30 INCH RAW WATER MAIN INTRODUCTION On Saturday August 15 th the Utility lost approximately 200 feet of 30-inch raw water main during the flood which took out the bridge on Hazel Dell Rd. This line transported the raw water from our 3 southern wells to water plant 1 for treatment. OBJECTIVE The scope of services includes designing a temporary repair of the raw main. The temporary main will need to be able to withstand going through the winter, as it will be greater than a year before the bridge and creek are restored. Scope of Services The Scope of work under this proposal will consist of the following: Review the damaged area of water main and determine length of replacement. Work with county to obtain any survey information that is available and determine if additional survey is required. Design a temporary water main that will withstand operating through the winter. Work with Utility personnel on developing a plan to clean and re-activate the main. EVALUATION AND SELECTION PROCESS The Utility will review all proposals and make a recommendation. The Utility reserves the right to award this contract to the firm that provides the best match for the project requirements and serves the best interest of the Utility. However, cost-effectiveness is a factor of consideration. If a fee cannot be mutually agreed upon, the Utility has the option to open negotiations with the second highest ranked firm and will repeat this process until agreement is reached. All consultants submitting a proposal will be notified in writing as to their status in the selection process. Proposal Format and Content So that competing proposals can be compared equally, consultants must assemble their proposals in strict adherence to the layout requirements. Failure to follow all proposal layout requirements may result in disqualification of your proposal for being non-responsive. Proposals should be brief and concise, devoid of extraneous material and promotional information. They should be in sufficient detail to allow a thorough evaluation of the plan of work and correlated costs. The proposal must be assembled in the following order: Cover/Transmittal Letter Indicating interest in and understanding of this RFQ and its requirements. The signature of an authorized representative must appear on the cover sheet of the firm/consultant proposal. The signature shall be interpreted to indicate the firms/consultant's willingness to comply with all the terms and conditions set forth in this solicitation, unless specific written expectations are noted. Introduction Describe the firm's understanding of the Utility's intent in performing this work and list sub consultants, if any. Experience and Past Performance Describe the firm's significant, in-depth knowledge, past performance and experience relating to the type of service required under this RFP as well as previous experience working with other agencies in a similar capacity. Qualifications Identify the qualifications of staff performing the work as described. Include the responsibilities of each team member on the Project. Project Schedule Provide a project schedule from inception to completion, showing each work plan item. Appropriate review-time for the City staff shall be included. Submission All submissions shall be electronically submitted by 10:00 am on September 23rd. All questions should be submitted via the OpenGov portal.
