The New York State Office of Mental Health is soliciting proposals for the Strict and Intensive Supervision and Treatment (SIST) program, identified by solicitation number 2140155. The program is designed to manage sex offenders in the community who have been determined by the court to have a mental abnormality but are not dangerous enough for civil confinement. Utilizing a Containment Model, the program integrates mandatory sex offense-specific treatment with intensive community supervision, including GPS tracking, polygraph monitoring, and strict adherence to court-issued conditions to ensure public protection. The contract will be awarded based on the lowest price or best value, with a scoring system that heavily weights the technical proposal at 80 points and the cost proposal at 20 points. Technical evaluations focus on staff experience, expertise in evidence-based treatment for high-risk populations, therapeutic modalities, and co-occurring condition regimens. Bidders must submit three separate electronic volumes—Administrative, Technical, and Cost—by November 13, 2026. Required administrative documentation includes non-collusive bidding certifications, EEO staffing plans, and affirmations of procurement lobbying guidelines. Service providers are expected to deliver a range of activities, including individual and group sessions, risk assessments, and crisis management. The agreement includes strict compliance requirements regarding New York State Workers Compensation and Disability Benefits Insurance, as well as adherence to prevailing wage laws. Additionally, contractors must comply with state data security standards and non-discrimination laws, ensuring that all subcontractors also adhere to these affirmative action and human rights provisions.

The primary goal of Strict and Intensive Supervision and Treatment is to successfully manage, in thecommunity, sex offenders who have been determined by the court to suffer from a mental abnormality(i.e., the individual has been found to be predisposed to commit sex offenses and to not have the abilityto control as defined in MHL § 10.03(i)), but who are deemed by the court not to be dangerous enoughto require civil confinement. SIST provides increased public protection through mandatory sex offensespecific treatment and intensive supervision. When a sex offender is placed on SIST, s/he agrees toabide by specific court‐issued conditions, which are typically based upon the recommendations of theDepartment of Corrections and Community Supervision (DOCCS) in consultation with OMH and thedesignated community-based treatment provider(s). These conditions are extensive and mirrorspecialized conditions imposed on sex offenders subject to traditional parole supervision and ofteninclude global positioning satellite (GPS) tracking, polygraph monitoring, specification of residence, prohibiting contact with identified past or potential victims, attending and participating in treatmentsessions, and other related treatment and supervision requirements.
