Structural Data Acquisition System.

NASA- JSC has a requirement for a Structural Data Acquisition System. The structural data acquisition system is an instrumentation system that is comprised of hardware operated by specialized software. This system will provide the capability to collect and process structural dynamic responses from 225 sensors and provide 4 structural excitation sources to drive shakers. It will be used to replace an aging data acquisition system that is being currently used by the NASA-JSC ES6 Loads and Dynamics test team in support of all current NASA programs. This system will be used for modal, vibro-acoustic, and random vibration NASA-JSC intends to purchase this Structural Data Acquisition System from Bruel & Kjaer. The NASA-JSC loads and Dynamics team performed a market research by contacting companies in the industry, and reviewing manufacturer websites to identify if other data acquisition systems can be fully compatible with the Bruel & Kj'r system. This research revealed that compatibility is only available from same platform from the same manufacturer. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time September 2, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
