AI Contract Overview
The Naval Air Systems Command (NAVAIR) plans to award a sole-source Delivery Order under Basic Ordering Agreement N0001923G0002 to Sikorsky, a Lockheed Martin Company, for the development of structural repair methodology and damage limits specifically for the CH-53K aircraft. This contract is being pursued without competition under legal authority, as Sikorsky is the original designer, developer, and sole producer of the CH-53K and holds exclusive rights to the necessary technical data and unique engineering expertise required to meet the Navy's specifications. The Government lacks the appropriate licensing rights and proprietary information to open the requirement for competitive bidding, making Sikorsky the only capable contractor for this work. While this procurement is not open for competitive proposals, interested parties may submit written expressions of interest to the Government by the specified deadline, which will be considered solely to determine whether a competitive acquisition is warranted. The contract involves a non-recurring engineering effort (Phase II NRE) for the Structural Repair Manual, with performance expected to take place in Stratford, Connecticut. Points of contact are provided for both Government officials and Sikorsky subcontracting inquiries, ensuring transparency and opportunities for subcontractors within the scope of the project. The submission deadline is December 26, 2025, with the NAICS code 336411 indicating a manufacturing-related industry.

Box 9731, Stratford, CT. 06615 for the procurement of structural repair methodology and damage limits for the CH-53K® Aircraft.
