INTENT TO SOLE SOURCE Subject 7 Enterprise-User Subscription License and Maintenance SS-FSA-25-057 The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Administrative Resource Center (ARC), intends to award on a sole source basis to Alamo City Engineering Services, Inc. No alternative source/competitive vendor or regulatory agency has been identified as a provider of this service. The proposed Contractor will provide Subject 7 Enterprise-User Subscription License for functional test automation and maintenance. Subject 7 Enterprise User Subscription License is a tool that aides in the creation and operation of tests for all Bureau of the Fiscal Service software and websites without writing code. This will lead to faster execution of computer checks to ensure that apps and websites are operating correctly without a coding expert. Subject 7 software tests the functionality of applications and catches errors early, which improves the quality of software and websites allowing teams to work faster and more efficiently. This software can be used to check for correct form submission and ensure that websites look and function as expected. This acquisition will include Subject 7 Enterprise-User Subscription License for functional test automation which will include new system releases, upgrades, and patches, on premise support for Subject 7 functional automation, Subject 7 functional automation for single user beyond professional package, training and onboarding of 12 users, and the On-Prem Subject 7 Load Testing License to cover up to 5,000 virtual users. No other source is authorized to provide automated Subject 7 Enterprise-User Subscription License and Maintenance to the Bureau of the Fiscal Service. The Period of Performance for the contract is anticipated to be one (1) 12-month base period and four (4) 12-month option periods with an anticipated award date of 06/26/2025. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Fiscal Service will consider responses received no later than 05/26/2025. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-FSA-25-057 / Attn: CC - TA. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make an award on a sole source basis to Alamo City Engineering Services, Inc. Qualified Contractors must provide the following: 1.
