Full Description

The U. S. Army Contracting Agency, Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with the University of Maryland Baltimore County, 1000 Hilltop Circle, Baltimore, MD 21250. The contractor shall finalize and implement the detection algorithm for Standoff Raman Spectroscopy Data. This requirement is a follow on effort of order W91ZLK-06-P-0275 awarded to the University of Maryland Baltimore County. UMBC is the developer of the algorithm and the only one who can code and deliver an operational algorithm in time for the final evaluation. Award to any other source would likely result in substantial duplication of costs for the Government and delays in fullfilling the requirement. The North American Industry Classification System (NAICS) for this requirement is 611710 and the size standard is $6.5 million.
