Full Description

NAVSUP Fleet Logistic Center San Diego intends to issue a sole source purchase order in accordance with FAR Part 12 and Part 13 to McLaughlin Research Corporation, 130 Eugene O’Neill Drive, Suite 100, New London, CT 06320. The proposed contract action is for submarine frozen region augmentation TEMPALT revision drawings for COMSUBPAC Detachment Arctic Submarine Laboratory (ASL). MRC develops ASL’s Technical Data Packages (TDPs) for their Temporary Submarine Alterations. They also develop Departure from Specification (DFS) Data packages for submission to NAVSEA for approval. The proposed tasking will require revision of an existing Technical Data Package. The MRC personnel proposed were the original authors of this TDP and possess an in'depth technical and intrinsic knowledge of all aspects of these specific TEMPALT designs. If another contractor were utilized to perform this task, the Government would face a substantial duplication of cost and delays that would inevitably effect the fleet operational schedule. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. The NAICS code is 541330 and the applicable business size is $15M. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number.
