The Internal Revenue Service will issue a solicitation to obtain Subscription Service. Period of performance is October 1, 2015 through September 30, 2016. Services include Customizable News Alert Feature - brand name or equal (must allow information in real-time news cycles to include breaking news sent to the user automatically via email), search feature for Capitol Hill schedules (must be able to search floor, committee and subcommittee action and include filters for searching by dates, times, locations, agendas, contact information and witnesses, Customizable Budget Tracker (brand name or equal), search feature showing impact of pending bills on current laws by linking bill text to the section of the U.S. Code it would modify, Bill Compare feature - brand name or equal (must be able to track differences in language between two versions of the same bill, two different bills and in selected sections of the same bill), Timely access to Congressional Research Service reports on tax issues (brand name or equal) and Congressional Transcripts (must include a minimum of 6 custom transcript request. Transcripts must also be searchable by date of hearing, and search feature that allows a profile search of all members of Congress to include bios and information about staff and committee assignments. The procurement is an unrestricted set aside, NAICS code is 519130, and the small business standard is 500 employees. The intended procurement is for services which Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. Potential sources who believe they can provide the services are invited to submit a request in writing to the identified point of contact no later than 12:00 p.m., September 7, 2015. If no responses are received, an award will be made to the CQ-Roll Call, Incorporated.
