The U.S Citizenship and Immigration Services (USCIS) under Department of Homeland Security (DHS) intends to negotiate on a sole source basis with the National Association for Public Health Statistics and Information Systems (NAPHSIS). NAPHSIS is the only organization which has the relationships and agreements to obtain birth and death certificates through a web based solutions from local municipalities and governments. Pursuant to FAR 6.302-1, only one responsible source is available and no other supplies or services will satisfy agency requirements.
