The Defense Security Service, an agency within the Department of Defense, conducted market research to identify a provider capable of delivering a comprehensive commerce and finance data platform. The required solution must serve as a creator, aggregator, and organizer of global data, news, and research to provide enhanced intelligence, threat indicators, and risk assessments. Key technical requirements include financial data on over 52,000 public companies and 1.5 million private companies, supply chain analytics, and specialized modules focused on defense spending for weapon system development. The platform must also track government contract orders, backlogs, and expiring contracts while providing access to global economic statistics and industry forecasts across sectors such as technology, energy, healthcare, and defense. This effort was initiated under NAICS code 519190 with a size standard of 27.5 million dollars. While the initial sources sought notice was used to determine if the requirement could be met through small business set-asides or full and open competition, subsequent documentation indicates a Justification for Other Than Full and Open Competition. This resulted in a sole-source award to Bloomberg Finance L.P. due to the proprietary nature of the data and the determination that no other vendors could meet the specific intelligence and financial analysis needs of the Intelligence Community.
