SOFTWARE LICENSE SUBSCRIPTION

The Internal Revenue Service (IRS) Midstates Area Procurement Office intends to issue a purchase order on a sole source basis to IHS Global Inc, 15 Inverness Way E, Englewood, CO 80112 for an annual subscription of five software licenses for the SeaWeb database and one software license for the Ships Data database. The North American Industry Classification System (NAICS) Code is 519190. The subscription required can only be performed by IHS Global Inc because the SeaWeb and Ships Data databases are proprietary to the vendor and no other vendor may provide these software licenses. The resulting purchase order will be for a one year period, with a period of performance from April 19, 2015 through April 18, 2016. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 8:00 am (CST) on April 14, 2015. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt.
