Construction Inspection Services
Solicitation # 86614126R00002
The U.S. Department of Housing and Urban Development Office of Multifamily Housing is soliciting proposals for nationwide construction inspection services under solicitation 86614126R00002. This procurement is a total small business set-aside intended to establish a Firm-Fixed-Price Multiple-Award Indefinite Delivery Indefinite Quantity contract. The scope of work involves conducting onsite inspections of new construction and substantial rehabilitation of multifamily housing projects to provide HUD with critical field data for mortgage insurance underwriting and capital advance programs. The contract is divided into five geographic regions: Northeast, Southeast, Midwest, Southwest, and West, with a total IDIQ maximum ceiling of 37 million dollars and a guaranteed minimum of 133,000 dollars. The period of performance is a five-year base period running from February 1, 2027, to January 31, 2032. The government will utilize a tradeoff source selection process to determine the best value, where technical evaluation factors—including capacity to complete work, personnel qualifications, geographic location of inspectors, and past performance—are significantly more important than price. Contractors must adhere to strict quality standards outlined in the Quality Assurance Surveillance Plan and provide deliverables, such as HUD Form 95379 Trip Reports, within five business days of an inspection. Personnel are required to have expertise in the MAP Guide and federal accessibility standards, including the ADA and Fair Housing Act. Proposals must be submitted electronically to Contracting Officer Travis Sutton and Christopher Rodriguez by October 23, 2026, at 1:00 PM Central Standard Time, adhering to a 30-page overall limit and specific formatting requirements.
