Subscription Services

Defense Logistics Agency Strategic Materials, is soliciting proposals for subscription services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposals (RFP) and the solicitation number is SP8000-13-R-0004. This solicitation is 100% set aside for small business, with NAICS Code 511120 - Periodical Publishers. The small business size standard is 500 employees. DLA Strategic Materials is seeking subscription services to obtain a variety of commercially available, web-based subscriptions, publications, and periodicals. The award will be made to a single contractor. The contractor will serve as the single source for providing the web-based subscriptions, publications, and periodicals from the service providers listed in the Attachment A to DLA Strategic Materials users. The contractor must provide seamless administration of the service including order placement, payment to publishers, and delivery/access to DLA Strategic Materials. See Attachment B "Performance Work Statement (PWS) Subscription Services" for a complete description of the services to be provided. The period of performance will be a base period beginning on the date of award and includes one one-year option period. If the option period is exercised, the Contractor shall continue to provide subscription services without interruption. Offerors are requested to offer Firm Fixed Prices for Subscriptions for the base and option period - reference CLINs 0001 and 1001 on the Attachment C "Pricing Structure". Offerors shall provide a price per report proposal based on an estimated number of reports to be acquired for Additional Subscriptions, reference line items 0002 and 1002, respectively, on Attachment C. Any award resulting from this solicitation will be issued on a Standard Form (SF) 1449. To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) and must maintain an active registration in SAM during the complete period of performance. Registration may be completed online at: https://www.sam.gov. Proposals will be evaluated as based on the information provided in Attachment D "Evaluation Procedures". The Contracting Officer may utilize on-line reverse auctioning under this solicitation IAW DLAD 52.215-9023. Offerors are advised that any and all questions concerning this solicitation must be sent in writing to the Directorate of Contracting, DLA Strategic Materials, Fort Belvoir, VA. Offerors must submit their proposals no later than September 3, 2013 at 3:00 p.m., local time, Fort Belvoir, VA, via email to SMContracting@dla.mil with subject line "SP8000-13-R-0004." Proposals submitted by mail/facsimile or after the deadline will not be accepted.
