Full Description

The Executive Office of the President intends to award a Firm-Fixed-Price Purchase Order on a sole source basis in accordance with 41 U.S.C. 3304 (a)(1), when non-competitive procedures may be used, as implemented by FAR 6.302-1(b)(1)(i), unique supplies or services available from only one source or only one supplier with unique capabilities. The period of performance will be a 12-month base period, with three 12-month option periods. The objective of this requirement is to procure online instant access to the following Environment and Energy (E&E) Publications: Environment & Energy Daily, Environment & Energy News PM, and Greenwire, and the archived editions. The information developed and compiled by E&E Publishing is considered proprietary, as their material is protected by copyrights and exclusive distribution rights. This is not a request for competitive proposals and no solicitation is available. However, all responsible sources may submit a capability statement, which the government will consider. The response must be in writing with clear and convincing evidence to support the respondent's ability to provide timely and effective services that would be advantageous to the government. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. The government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes. Ron Hansen is the Contracting Officer. A solicitation will not be posted.
