The United States District Court for the Central District of California is seeking proposals to deliver substance abuse and mental health treatment services to federal defendants and offenders under supervision in San Luis Obispo County, California. This includes individuals on probation, supervised release, parole, or pretrial release overseen by the United States Probation and Pretrial Services Offices. The contract will be structured as a Blanket Purchase Agreement (BPA) with a base term of twelve months beginning October 1, 2026, and an option for the government to extend the agreement for up to four additional twelve-month periods at its sole discretion, for a maximum potential duration of five years. Services must be delivered at approved sites within the designated catchment area and include urine collection, sweat patch application and removal, breathalyzer testing, individual and co-occurring disorder counseling, case management, and associated administrative functions. The contractor must maintain secure, licensed, ADA-compliant facilities with dedicated, tamper-evident testing areas, secure storage for specimens and records, and strict chain-of-custody procedures verified through barcode-labeled documentation and approved logs. Staff must be fluently bilingual in English and Spanish, pass background checks, avoid criminal history or registration as sex offenders, and be licensed or certified as required; any change in personnel must be reported within three business days. Security protocols require mandatory training on handling sensitive information, and all staff are subject to vetting for criminal history and licensing status.
