Concord Family Treatment Court

The New Hampshire Judicial Branch, through the Administrative Office of the Courts, is soliciting proposals for the Concord Family Treatment Court (RFP-NHJB-2026-06). The selected contractor will operate an evidence-informed and family-centered program providing peer recovery support, case management, and drug and alcohol testing services. The program must maintain sufficient staffing to support at least 25 concurrent parents, including a full-time equivalent FTC Coordinator and Case Manager. The initial period of performance runs from February 1, 2027, through September 29, 2027, with the possibility of two additional extensions at the sole option of the NHJB. Award selection is based on a highest scoring vendor model rather than a low bid, utilizing a 100-point scale weighted toward the specification of work (50 points), qualifications and experience (30 points), and cost (20 points). Maximum annual funding is capped at 400,000.00 dollars, and bidders must prorate their budgets for the initial eight-month term. Contractors are required to maintain commercial general liability insurance of 1,000,000 dollars per occurrence and 2,000,000 dollars in aggregate. Compliance with various federal nondiscrimination laws, the Family Treatment Court Best Practice Standards, and NHJB standard terms and conditions is mandatory.
