AI Contract Overview
The contract solicitation SPE2DS-26-T-038B seeks the procurement of 15 units of the SUCTION EASY CATHETER ADAPTER, a medical device designed for use with suction systems, identified by NSN 6515-01-516-3120 and unit of issue EACH. Delivery is required within five days after receipt of order, with the primary delivery destination being Davenport, Iowa, and a secondary site in Williamsburg, Virginia, while the administrative place of performance is Annville, Pennsylvania. All units must be packaged in commercial-grade sealed containers that prevent damage and breakage, with exterior shipping containers suitable for domestic or export delivery at the lowest possible freight rate. Medical marking standards supersede general military markings, requiring compliance with Medical Marking Standard No. 1 (MMS No. 1), which mandates specific labeling, including unit of issue, quantity, and machine-readable barcodes for logistical traceability. Packaging and palletization must adhere to DLA Packaging Requirements (RP001) and ASTM D3951 unless overruled by the DLA Master List of Technical and Quality Requirements, which governs all technical and quality specifications referenced by R and I numbers. The contract includes stringent cybersecurity controls under FAR 52.212-5 and DFARS 252.204-7012, requiring compliance with NIST SP 800-171 to protect covered defense information, with offerors must certify their cybersecurity posture and disclose any use of covered telecommunications equipment. All suppliers must maintain current SAM registration, provide a Unique Entity Identifier, and certify their small business status if applicable, including any joint ventures or socioeconomic designations such as SDVOSB, WOSB, or HUBZone. Invoicing must be submitted exclusively through Wide Area WorkFlow (WAWF), and acceptance occurs at the destination with full inspection responsibility resting with the government. Offerors must comply with trafficking-in-persons, equal opportunity, employment eligibility verification, and sustainable procurement clauses, and must not require internal confidentiality agreements. Pricing is not provided in the solicitation, and the contract type remains unspecified pending determination by the contracting officer. Proposals must be submitted electronically via DIBBS by May 6, 2026, following the DLA Master Solicitation for Automated Simplified Acquisitions Revision 104, with no page limits stated but full technical and compliance documentation expected.
