SUCTION INSTRUMENT

The contract specifies the procurement of 4 packages, each containing 20 sterile Yankauer suction instruments without control vent and 72 inches of suction tubing, identified by NSN 6515-01-164-3053. Deliveries are due within 20 days of the award with a destination of Fort Campbell, Kentucky, and all items must be shipped FOB destination, meaning the contractor assumes all risk and freight costs until delivery. Each unit must be properly sealed and packaged in accordance with MIL-STD-2073-1E and special instructions MPPWN00001, using commercial packaging that ensures safe transport via common carrier at the lowest applicable rate. The items are classified as Type I (Code S) with a strict 60-month non-extendable shelf life, requiring that products be manufactured no more than 60 months prior to delivery, and all packaging must comply with DLA’s RP001 requirements and Medical Marking Standard No. 1, superseding MIL-STD-129 for medical items, though MIL-STD-129 still governs hazardous or radioactive materials. Hazard communication standards (29 CFR 1910.1200) apply to any hazardous substances, with exemptions limited to specific federal statutes, and all hazardous materials must be clearly labeled and accompanied by current Material Safety Data Sheets. Government identification on non-accepted supplies must be removed prior to delivery, and covered defense information handling protocols require compliance with DFARS 252.204-7012 and other cybersecurity safeguards, including NIST SP 800-171 assessment requirements. The contractor must be a registered entity with a valid UEI and CAGE code and is required to affirm its size status and socioeconomic classifications if applying under small business programs. All offers must be submitted electronically through DIBBS no later than May 5, 2026, and invoicing must be processed via WAWF. Items will be inspected and accepted at the delivery point by the Government, with the contractor responsible for ensuring full compliance with technical and quality requirements as defined in the DLA Master List identified by R and I numbers. Ocean transportation must be conducted via U.S.-flag vessels unless a waiver is granted, and failure to comply with any requirement may result in rejection or penalties.
