Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

The Naval Surface Warfare Center Philadelphia Division intends to award a sole source Cost Plus Fixed Fee and Indefinite Delivery, Indefinite Quantity contract to Lake Shore Systems, Inc. for the procurement of two Dock Landing Ship Slewing Arm Davits. The agreement includes a five year ordering period and covers essential engineering and technical services, including training, inspection, material, and labor. These services are designed to resolve in-service issues with all Federal Government owned hull and deck machinery systems previously provided by Lake Shore Systems, Inc. or the Oldenburg Group Incorporated to ensure operational safety and minimize equipment downtime. This procurement is being conducted without full and open competition under FAR 6.302-1 because Lake Shore Systems, Inc. holds key patents and is identified as the only responsible source capable of meeting the technical and schedule requirements. While the government intends to negotiate exclusively with this source, interested parties may still submit proposals for consideration. All potential offerors must be registered in the System for Award Management database to be eligible for an award.

This is a synopsis notice for the furnishing of two (2) Dock Landing Ship (LSD) Slewing Arm Davits, as well as associated engineering and technical services with the Slewing Arm Davits. It is intended to award a Cost Plus Fixed Fee (CPFF) / Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five (5) year ordering period. This contract shall be procured on a sole source basis from Lake Shore Systems, Inc. (LSSI). The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement to provide furnishing of two (2) Dock Landing Ship (LSD) Slewing Arm Davits and services, as well as provide services including: training, inspection, material, and labor to explore and resolve any in-service problems associated with all Federal Government owned LSSI, formerly Oldenburg Group Incorporated, hull and deck machinery systems to minimize equipment down time and ensure safe operation of equipment. It is the Government's intention to procure the Slewing Arm Davits and services, utilizing other than full and open competition, from LSSI in accordance with FAR 6.302-1, as only LSSI can meet the Government's requirements. LSSI holds key patents for the Slewing Arm Davits. For the Slewing Arm Davits the original source is the only reasonable source with capabilities to meet the minimum requirements, both technical and schedule to support the program. Therefore, LSSI is currently the only responsible source for this procurement and no other type of supplies or services will satisfy the Navy's requirements. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See https://www.sam.gov/portal/public/SAM/ for further information and instructions. For further questions regarding this announcement, please contact Byron J. Roth, via email at byron.roth@navy.mil. Phone calls will not be accepted.
