48--VALVE,BALLThis contract solicits the procurement of a 3-inch, 700 PSI full port hull and backup ball valve assembly, intended for use in critical shipboard systems where reliability is paramount due to the high risk of failure that could result in serious injury or loss. The valve assembly must conform to strict specifications, including compliance with detailed NAVSEA drawings and engineering referrals. Certain components such as the hydraulic actuator and handwheel are excluded from the supply, but related actuator parts must be included with the valve. The contract emphasizes rigorous quality assurance measures, requiring extensive material certification, testing, and traceability for metallic and non-metallic components in accordance with military and industry standards. Particular attention is given to special controls around manufacturing processes, inspections, and documentation to ensure that all materials and assemblies meet specified standards, including radiographic examinations, welding qualifications, and precise mechanical properties. Additionally, the contract mandates detailed quality system compliance with ISO and military standards and requires documentation submission through electronic systems. Configuration control, nonconformance handling, and material traceability are tightly regulated to maintain integrity throughout production and supply. The contract includes provisions on allowable specification revisions, surface finishes, testing protocols, and marking requirements for parts such as fasteners and seats. Furthermore, the contract stipulates provisions on subcontractor oversight, government-furnished material handling, and key processes like welding and brazing, with specific laboratories approved for certain testing. The award will be firm-fixed-price, governed by defense priority rating for national security, and requires bilateral acceptance. The solicitation deadline is June 11, 2026, and the award will be issued by Navsup Weapon Systems Support in Mechanicsburg, Pennsylvania, with Robert H. Langel as the primary point of contact.

The delivery terms are FOB origin, and the government retains full rights to the technical data without any restrictions on engineering, tooling, or manufacturing. PARTS KIT,BALL VALVThis contract involves the firm fixed-price refurbishment and repair of a parts kit for a ball valve used in a critical shipboard system designated as Special Emphasis Material (Level I), requiring strict quality controls to prevent failure that could endanger personnel and ship operation. The scope includes teardown, inspection, evaluation, and repair to "like new" condition according to detailed Navy specifications and engineering drawings. Reusable parts can be retained, while non-usable parts must meet precise material, chemical, and mechanical standards, such as SAE-AMS-6931 for metallic components and specific Dupont Delrin for seats. Inspection includes traceability marking, certification, and strict adherence to welding and finishing processes, with all certifications submitted to Portsmouth Naval Shipyard prior to shipment for review and acceptance. The contract calls for adherence to detailed quality assurance processes including ISO 9001 standards, extensive documentation, and government source inspections to maintain configuration control and conformity. The project requires the contractor to maintain strict traceability of materials and processes, provide comprehensive certifications of compliance, and manage nonconformance via waivers or deviations authorized by the Contracting Officer. Special emphasis is placed on controls for materials, including prohibition of mercury, defined sampling plans for inspection, and procedures for Government Furnished Material. Configuration changes are controlled via Engineering Change Proposals, with government approval required for any deviations impacting form, fit, or function. Packaging must comply with military standards, and the contract leverages electronic submission systems for data and certification. Delivery must meet a specified schedule, with review of certifications required at least 20 days before delivery and mid-level quality requirements governing inspection and acceptance points.
