Dry Cleaning ServicesThe Senate of Canada is soliciting standing offers for dry cleaning services under RFSO SEN-014, with a three-year base period commencing September 1, 2026, and an option to extend for two additional one-year terms. The scope includes biweekly pick-up and delivery of garments on Mondays and Thursdays across the National Capital Region, with primary service delivery to 95 Rue Noel, Gatineau, Quebec, and potential adjustments upon 30 days’ notice. Services must adhere to current industrial standards and garment care labels, with all items requiring proper tagging, bundling, and documentation to ensure traceability and accountability. Contractors must provide two copies of pick-up and delivery slips containing legible employee names and itemized lists, and all laundry must be placed in identification-marked bags with user names and building identifiers. Personnel and vehicles must be identifiable, and contractors are required to ensure all items are cleaned, dried, and returned in a clean, dry state without damage. All offerors must meet stringent security, operational, and compliance requirements, including obtaining Site Access-level security clearance for all personnel, maintaining organizational and financial integrity with no conflict of interest, and demonstrating environmental business practices and accessibility standards. Proposals must be submitted electronically in four standardized PDF files covering mandatory criteria, technical approach, financial pricing, and supplier registration, with no page limits but strict adherence to format. Evaluation is based on a best-value trade-off model, where the technical proposal carries a 70% weight and price accounts for 30%, with a minimum technical score of 74 out of 105 required for responsiveness. Pricing must be all-inclusive, covering pick-up, delivery, cleaning, and handling, with no separate invoicing elements specified beyond monthly electronic submissions to Finpro@sen.parl.gc.ca. Contractors must also comply with strict information management protocols, including the destruction of all Senate information upon contract termination and adherence to parliamentary privilege and confidentiality requirements. The Senate retains full ownership of all submitted materials, and any amendments to the standing offer must be in writing and authorized solely by the Standing Offer Authority. Joint ventures must be clearly delineated with all members jointly and severally liable, and withdrawal from the standing offer requires 30 days’ written notice without releasing obligations for prior call-ups. The contract is governed by the laws of Ontario, and offerors may request a debriefing within seven days of award notification.
