AI Contract Overview
The contract pertains to the supply and delivery of a passenger vehicle for the U.S. Embassy in Apia, managed by the Department of State. Interested vendors are invited to submit quotations electronically, following specific instructions and mandatory documentation requirements, including a completed SF-1449 form, pricing details, representations and certifications, and proof of SAM registration. All proposals must be submitted in English and abide by file size and format limitations. Registration in the SAM database is mandatory prior to proposal submission as per federal regulations, and failure to comply may result in disqualification. The solicitation initially set a submission deadline of April 20, 2026, at 2:00 PM Apia local time, which was subsequently extended twice—first to May 6, 2026, at 4:00 PM, and then further to May 15, 2026, at 4:00 PM. These extensions do not alter any other terms and conditions of the solicitation, which emphasizes that awards will likely be made to the lowest priced, responsible offeror without negotiations unless deemed necessary. The primary point of contact for submissions and inquiries is Mark T. Whitehead, with electronic submissions directed to the official procurement email provided.
