This effort is not a solicitation for proposals, and no contract will be awarded based on this notice; rather, the Navy seeks detailed White Paper submissions from firms demonstrating proven experience and capability in performing similar vessel maintenance under government oversight. Contractors must show they meet minimum qualifications in marine-industry experience, labor and non-labor resource provision, regulatory compliance, and facility management—either through existing capabilities or a credible plan to acquire them by the anticipated contract award date. Performance must align with the Draft Performance Work Statement, and firms are expected to provide specific evidence of recent and relevant work completed within the last five years, including contract references, roles, durations, and customer contacts. All submissions must be no more than 10 pages in a specified format, with additional administrative details provided separately, including company size, ownership status, UEI and CAGE codes, revenue history, and employee count. Small business concerns, including veteran-owned, HUBZone, and women-owned firms, are encouraged to respond and may propose subcontracting arrangements, but must clearly outline their own scope of work and ensure full compliance with FAR limitations on subcontracting. Responses must be submitted by the deadline to the designated Navy email addresses, and all information provided will be evaluated solely to determine whether each respondent is “Capable” or “Not Capable” of executing the requirements.
