The Defense Threat Reduction Agency (DTRA), Research and Development Directorate (RD), Enabling Capabilities Department (EC) is seeking potential sources for a new services contract to provide complementary services for test operations. RD-EC has operations on Kirtland AFB, NM (KAFB) and in the National Capitol Region at Fort Belvoir, VA. This potential requirement would support test operations based in RD-EC's KAFB location. RD-EC conducts a variety of test operations, primarily in support of the other RD program departments within DTRA, but also for other DoD and USG organizations when consistent with DTRA's and RD-EC's mission space. The operations categorized as - test may include typical test and evaluation of novel technologies or tactics, techniques, and procedures (TTPs), or a more formal verification and validation effort to prove capability prior to deployment within the military theatre of interest. While a significant fraction of the testing effort occurs at RD-EC's defined test sites (KAFB, White Sands Missile Range, and the Nevada National Security Site), RD-EC has a mobile test capability that moves to whatever location is necessary to achieve the appropriate threat-relevant test environment. The services sought must integrate with other RD-EC contracts (Multiple-Award Construction Contract - MACC, A&E Design contract, Advisory & Assistance Services (A&AS) contract, Systems Engineering and Integration (SE&I) contract, administrative services contract, and Government personnel (military and civilian) to provide an end-to-end test capability.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.

Gigamon Hardware Supply (GigaVUE-HC1 Platform)The contract awards the supply of Gigamon GigaVUE-HC1 hardware appliances to support network visibility initiatives at DTRA Headquarters and DTRA West as part of the SecureNet lifecycle replacement program. These appliances are critical for enhancing traffic monitoring, threat detection, and network analytics across secure defense networks. The delivery is targeted to fulfillment locations at Fort Belvoir, Virginia, with a posting date of June 29, 2026, and the contract is structured as a subcontract under the broader Department of Defense procurement framework. The North American Industry Classification System code 334511 indicates the work involves the manufacturing of computer and peripheral equipment, specifically tailored for advanced network infrastructure needs. The contract supports modernization efforts within DTRA’s cybersecurity infrastructure by replacing aging systems with next-generation hardware that enables deeper packet capture, metadata extraction, and real-time network intelligence. Performance is tied to operational readiness at the designated defense facilities and requires precise alignment with existing network architectures and security protocols. Although no specific award amount or contractor name is provided, the focus on platform compatibility, reliability, and integration within secure environments underscores the mission-critical nature of the hardware deployment. This effort ensures continuity and enhanced capability for DTRA’s network operations under the ongoing SecureNet modernization initiative.
