Supported Family Time

The Department for Children and Families, Family Services Division of Vermont is seeking contractors to provide Supported Family Time services under solicitation 03440-SFT-2026, with proposals due by August 26, 2026. The contract, set to run from July 1, 2027, through June 30, 2032, requires the provision of safe, supervised visitation environments for children and youth interacting with parents facing challenges such as substance use, mental health issues, or sexual abuse. Contractors must ensure 100% availability of designated spaces for all scheduled visits, offer guidance and modeling to families aligned with DCF FSD Policy 124 regarding natural supports, and submit detailed written notes to assigned Family Services Workers within 30 calendar days of each visit. Transportation services are strictly prohibited, and all services must be delivered within Vermont’s district office catchment areas. Contractors are required to comply with federal and state regulations including the Social Security Act, Fair Employment Practices under 42 U.S.C. §2000d, Uniform Guidance as modified by Treasury, Executive Order 13043 on seatbelt use, and anti-lobbying requirements under the Byrd Amendment. They must also adhere to Vermont-specific provisions including Attachment C through G, the Business Associate Agreement, and labor standards under Act No. 54 for worker classification reporting if the bid exceeds $250,000. All proposals must be submitted electronically as a single, searchable PDF under 40 MB to the designated email, and include a cover letter, technical response, references, a completed and signed Price Schedule, and a fully executed Certificate of Compliance. Pricing must be submitted as a firm hourly rate inclusive of all associated costs, with payment terms set at Net 30 days upon receipt of a complete, itemized monthly invoice submitted by the 10th of the following month, covering dates of service, hours, and rates. Contractors must provide proof of insurance and a recently signed IRS W-9 prior to service commencement. Evaluation is weighted toward experience with high-risk populations, organizational capacity, best value pricing, and responsiveness to specifications, with preference given to Vermont-based businesses and those demonstrating clean energy and climate change mitigation practices. The State reserves the right to award one or more contracts and may request Best and Final Offers or presentations before final selection.
