Supporting AHRQ's National Guideline Clearinghouse and National Quality Measures Clearinghouse Data and Website Activities

Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Agency for Healthcare Research and Quality (AHRQ), intends to issue a sole source to: Silverchair 316 E Main ST STE 300 Charlottesville, Virginia 22902-3203, United States The purpose of this contract is to continue to secure the data/metadata and private-access web site that is AHRQ's National Guideline Clearinghouse (NGC) as well as dispose of all National Quality Measures Clearinghouse (NQMC) data and related documents. Silverchair provided their proprietary solution to AHRQ for hosting, maintaining, and securing NGC and NQMC databases and web sites (when under subcontract to ECRI). AHRQ's NGC and NQMC data is contained within Silverchair's private solution - therefore, consistent with Federal Acquisition Regulation (FAR) 6.302-1, Silverchair is the only entity able to continue to host and secure NGC data, and the entity to dispose of NQMC. The period of performance is 24 months (12 months base period + 12 months option period). This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
