Solicitation RA27-114, under contract HCD25105CH, is a request for bids for the installation of room dividers at the South Valley Sanctuary shelter in Utah. The project aims to increase bed utilization and privacy for survivors by installing dividers in two rooms on the second floor, with work performed one room at a time to maintain shelter access. All installations must be completed by October 31, 2026. The contract will be awarded to the lowest responsive and responsible bidder who is properly licensed in the State of Utah, possesses relevant experience, and maintains full SAM.gov registration with a Unique Entity Identifier. The project is federally funded via the Community Development Block Grant and is subject to strict compliance requirements, including Davis-Bacon prevailing wage rates, certified weekly payroll submissions, and Build America, Buy America (BABA) and HUD Section 3 regulations. Contractors must also adhere to Executive Order 13706 regarding paid sick leave. Due to the nature of the facility as a domestic violence shelter, strict confidentiality is required, and photography or video recording of staff or residents is prohibited. Site access is restricted between 10 PM and 6 AM, and contractors must coordinate scheduling and gate access with the Executive Director. Bids and all related inquiries must be submitted through the U3P portal, with the deadline for questions set for September 21, 2026, and the final submission deadline on September 24, 2026, at 5:00 PM. Attendance at the pre-bid meeting held on September 16, 2026, was required for all intending bidders.
