AI Contract Overview
The FBI is seeking a total small business set-aside contract under NAICS code 332994 for the procurement of suppressors, muzzle adaptors, and training suppressors fully compatible with its fleet of 5.56 NATO carbines, including the Bureau Pattern Carbine. The contract, solicited under number 15F06726R0000147, is structured as a firm-fixed price, indefinite-delivery indefinite-quantity (IDIQ) agreement with a twelve-month base period and four one-year option periods, plus a six-month extension, for a maximum total duration of 66 months. Minimum order value across the contract lifecycle is set at $2,000. Offerors must submit a complete proposal in four volumes—Technical, Price, Past Performance, and Product Samples—with technical and price proposals submitted electronically to Holly Cloud at hcloud@fbi.gov and physical product samples shipped to the Ballistic Research Facility at Redstone Arsenal, Alabama. The proposal deadline is July 17, 2026, at 5:00 PM CT. Performance standards are stringent, requiring suppressors to meet specific technical thresholds including no more than 3.00 MOA suppressor shift and 2.00 MOA group repeatability, a maximum added length of 6.00 inches to the BPC, weight under 20.0 ounces, and reliability of no more than one stoppage in 2,000 rounds. Training suppressors must be blue and compatible with UTM or Simunition conversion bolts, while muzzle adaptors must minimize flash and sparks. All items must be backed by a minimum 10,000-round warranty. Packaging must comply with commercial standards, include serial numbers and use manuals, and support full traceability for recall purposes. The contractor must maintain quality throughout the contract life, respond to non-conformances within ten business days, and provide quarterly reports. The evaluation process prioritizes technical merit over price, and price over past performance, with award determined through a best-value tradeoff under FAR 15.103-1. Phase I technical evaluation and malfunction performance are pass/fail gates. The Government retains unlimited rights to all data developed under the contract and may disclose proposal information under FOIA. Invoicing must be electronic via IPP.gov and include specific mandatory elements, with payment processed by the FBI’s Commercial Payments Unit within 15 days under
