Surface Mining Permit/Interim Management Plan No. PMR 25-001

CEMEX Construction Materials Pacific, LLC has requested an Interim Management Plan for the CEMEX Lemon Cove Surface Mining Site, identified as Surface Mining Permit No. PMR 25-001. The project covers a 230-acre site located in Woodlake, California, within the AE-20 Exclusive Agricultural Zone of Tulare County. The primary objective of the plan is to ensure that idle mining operations are stabilized, maintained, and environmentally managed until such time as reclamation begins or mining activities resume. The site is specifically located northwest of State Highway 198 and south of State Highway 216, encompassing multiple assessed parcels within Section 4, Township 185, Range 27E. Because the plan involves no new construction or land use changes, it has been issued a Notice of Exemption regarding significant environmental effects.
