The Department of Defense, through the Naval Supply Fleet Logistics Center Norfolk, has issued Solicitation N0018926Q0003 for a Surface Ship Corrosion Mitigation Program to support the Commander, Naval Surface Force, Atlantic. This firm-fixed-price solicitation requires a contractor to conduct a comprehensive corrosion mitigation effort on Navy surface ships over a 12-month base period with a possible 12-month option. The program focuses on twelve scheduled assessment events and training sessions—one per month—carried out on eight combatant and four amphibious ships. The contractor will provide on-site corrosion assessments, training to ship’s force personnel on corrosion control techniques and product applications, post-application assessments, and supply six months’ worth of corrosion inhibiting materials for remediation purposes. These efforts aim to enhance the Navy’s corrosion control capabilities while assuring material readiness and longevity of critical surface vessels. The contract performance location is Norfolk, Virginia, adhering to FOB destination shipping terms, with inspections and acceptance occurring upon delivery. The evaluation of proposals is heavily weighted toward non-price factors, with product compliance, technical approach, and past performance collectively prioritized over price in a trade-off source selection process. Strict compliance with Federal Acquisition Regulation clauses and defense-specific cybersecurity mandates—particularly adherence to NIST SP 800-171 requirements—is mandated to ensure information security and operational integrity. Contractors must meet background investigation and security clearance requirements appropriate to their personnel’s designated roles. The solicitation calls for a detailed quality control program and documentation supporting service delivery, including preliminary and post-application corrosion assessment reports. Past performance is rigorously evaluated via submitted customer feedback forms assessing contractor qualifications such as timeliness, quality, and cost control. Pricing details and quantities remain unspecified in the solicitation but will be inserted upon proposal submission. Overall, the contract is structured to enhance the Navy’s corrosion mitigation capabilities through a combination of technical services, materials provision, and crew training, thus maintaining fleet readiness and reducing corrosion-related degradation.
