PN: 438-21-403, Renovate First Floor Kitchen (SF)
Solicitation # 36C26326B0020
The Department of Veterans Affairs is preparing to solicit a Firm-Fixed-Price contract for the renovation of the first floor kitchen at the Sioux Falls VA Health Care System in South Dakota, with the solicitation expected around August 20, 2026, and an award targeted for October 31, 2026. This is exclusively a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, requiring all bidders to be verified and listed in the SBA’s certification database at the time of proposal submission; only certified SDVOSBs will be considered responsive. The project falls under NAICS code 236220 with an estimated value between $10 million and $20 million, and includes complete demolition and reconstruction of the first floor to establish a new kitchen facility, replacing the current one located on the second floor of Building 5. The scope encompasses site work, demolition of existing structures including walls, plumbing, electrical, and HVAC systems, and new construction of architectural, structural, mechanical, and electrical systems, along with the installation of owner-furnished equipment that must be stored in a climate-controlled environment with 50% relative humidity and temperatures maintained between 60–70 degrees Fahrenheit. Phasing is mandatory to ensure continuous operation of the existing kitchen during construction, and coordination with other concurrent projects on campus is required to minimize disruption to hospital operations. Night and weekend work will be necessary to meet schedule demands, and all personnel require VA badging through background checks. The contractor must provide a dedicated superintendent, safety officer, and quality control manager, submit all required submittals, and promptly report any discrepancies between plans and as-built conditions. All project documentation becomes the property of the U.S. Government, and work must be completed in 550 calendar days from notice to proceed, with no construction permitted on federal holidays or weekends without approval.

Solicitation # 36C26326B0025
Solicitation 36C26326B0025 is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for the renovation of approximately 22,500 square feet of clinical support space on the 6th floor of the Iowa City VA Medical Center. The project aims to provide dedicated space for physicians, nutritionists, social workers, and education staff who serve inpatient units on the 5th and 7th floors. The scope of work includes the construction of offices, conference rooms, staff workrooms, storage, reception areas, a lactation room, and specialized clinical areas such as EMG and NVC exam rooms. The project involves comprehensive architectural and mechanical upgrades, including HVAC, electrical, plumbing, and IT system replacements. To maintain facility standardization and system integrity, several brand-name and single-source awards are specified, including Johnson Controls for building automation and fire alarm systems, Rauland Responder 5 for nurse call systems, Lenel for security access control, and specific hardware from Square D, Yale, and Von Duprin. Bidders must be registered in the System for Award Management (SAM) under NAICS code 236220 and must provide a Limitations of Subcontracting Certificate of Compliance to be eligible for award.
