This contract is an indefinite-delivery, indefinite-quantity (IDIQ) type awarded under solicitation SPE4A7-26-R-X916 by the Department of Defense’s ASC SUPPLIER OPER AE AND AF DIV, with a maximum aggregate value of $350,000 over a five-year term or until funding is exhausted. The contract covers the supply of suspension line assemblies with delivery to multiple CONUS stock locations, governed by stringent packaging and marking requirements aligned with MIL-STD-2073-1E and MIL-STD-129, including a non-extendable 21-year shelf life coded as Type I (V), and mandate specific preservation, unit container (E5), and labeling standards such as Lot and Serial numbers, CAGE codes, and Special Marking Code 32. All shipments must comply with FOB destination terms, and delivery timelines are tied to Government approvals, such as 252 days after First Article Test completion or 30 days after Production Lot Test approval. Invoicing must be submitted exclusively via Wide Area WorkFlow (WAWF), with rejection of improper invoices if the simplified acquisition threshold is exceeded and required representations are omitted. The contract includes full flow-down of maritime transportation requirements: contractors must notify the Contracting Officer if sea transport is unexpectedly required and are subject to equitable adjustment for unauthorized use of foreign-flag vessels. Subcontracting obligations mandate flow-down of key clauses based on value thresholds, with full clause applicability to subcontracts above the simplified acquisition threshold and partial applicability to those at or below it. Quality assurance demands compliance with SAE AS9100, FAR inspection clauses, and government-led testing at origin or destination, with associated first article testing costs of $3,450 potentially added to the offered price. The contractor must adhere to extensive regulatory and compliance frameworks, including prohibitions on covered defense telecommunications equipment and services, mandatory cybersecurity safeguarding under 252.204-7012, Buy American Act preferences under ALT II of 252.225-7001, and prohibitions on hazardous materials such as hexavalent chromium and fluorinated aqueous film-forming foam. Offerors must provide accurate Unique Entity IDs and CAGE codes, disclose potential conflicts with U.S. trade restrictions, and affirm size and socioeconomic status certifications including small business, WOSB, SDVOSB, and HUBZone status.
