AI Contract Overview
The 934th Airlift Wing at Minneapolis-St Paul Air Reserve Station is soliciting bids under contract FA6633-26-Q-0006 for a Firm-Fixed Price effort to sustain hangar doors at Buildings 821 and 870, classified under NAICS 238320 as a Total Small Business Set-Aside with a size standard of $19 million. The acquisition, valued between $100,000 and $250,000, requires full scope work including surface preparation, corrosion treatment, and application of primer and topcoat coatings in compliance with drawings and technical specifications referenced as Attachments 1 and 2, with specifications taking precedence over drawings in case of conflict. All work must adhere to AF Form 3064 and 3065 for progress reporting, with mandatory submittals including a construction schedule, submittal register updated monthly and with every invoice, and documentation for warranty and training certifications. The contract mandates strict adherence to federal standards including USACE EM 385-1-1, OSHA, and environmental regulations for hazardous waste handling, especially concerning lead-contaminated materials, which must be contained in DOT-approved drums labeled per 49 CFR 172 and 40 CFR 262 and wrapped in 6-mil polyethylene plastic. Proposals must be submitted electronically via SAM.gov, with no paper copies accepted, and offerors must be actively registered in SAM.gov with active certification under NAICS 238320. A mandatory site visit is scheduled for July 9, 2026, requiring pre-approval through Jacquelyn Rodrigues for facility access, and all contractors must secure base passes for personnel. Performance must be completed within 90 calendar days of the notice to proceed, with final payment withheld until all deliverables—product data sheets, O&M manuals, training materials, and warranty documentation—are submitted and accepted. The contracting officer holds exclusive authority to modify the contract, and the contractor is fully liable for compliance regardless of government approval of submittals. Failure to meet safety, reporting, or environmental standards may result in dismissal of key personnel and contract non-compliance actions.
