Full Description

The Naval Air Systems Command�s (NAVAIR) Test Pilot School (TPS) located at the Naval Air Station in Patuxent River, MD has a requirement for the sole source procurement of sustaining engineering services from EADS North America Defense, the Original Equipment Manufacturer (OEM) of the LUH-72A helicopter. The United States Naval Test Pilot School (USNTPS) provides instruction to experienced pilots, flight officers, and engineers in the processes and techniques of aircraft and systems test and evaluation and the LUH-72A helicopter is utilized during this instruction. The school investigates and develops new flight test techniques, publishes manuals for use of the aviation test community for standardization of flight test techniques and project reporting, and conducts special projects. USNTPS maintains its staff as a focal point of expertise providing the aviation test community with engineering and training consultation. The Government contemplates a sole source contract to EADS to include Cost Plus Fixed Fee (CPFF) line items for Labor and Cost Reimbursable line items for Other Direct Costs (ODCs). The contract will include a one- year base period plus two one-year option periods. Due to the unique specifications, the Government intends to negotiate on a sole source basis with EADS North America Defense, 2550 Wasser Terrace Suite 9000, Herndon, VA 20171-6177 under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) since only the OEM of the LUH-72A helicopter can provide the required support related t the helicopter. Since the OEM possesses the necessary technical data that is proprietary to them, in order to keep certification by the Federal Aviation Administration (FAA), only the OEM can be used. This notice of intent is not a request for competitive proposals. NOTE: DFARS 252.204-7004 Alternate A, Central Contractor Registration, applies to all solicitations. Lack of registration in the CCR database will make an offeror ineligible for award.
