The Naval Air Systems Command (NAVAIR) is set to award a sole-source contract to Gulfstream Aerospace Corporation for systems engineering, technical publications, and limited aircraft upgrades for eight C-20 aircraft with an option to include four C-37 aircraft, all operated by the United States Navy and Marine Corps. The upgrades involve structural, electrical, airframe, and avionics repairs that require proprietary Gulfstream data and drawings, as these modifications fall outside the scope of their standard repair manuals. Given Gulfstream’s status as the original equipment manufacturer (OEM), the engineering data needed for the work is exclusive to them. The contract will be a firm-fixed-price, indefinite delivery/indefinite quantity arrangement, with an initial base period of twelve months and four additional one-year options. This procurement is justified under the statutory authority for a sole-source award, allowing NAVAIR to bypass competition due to the unique capabilities of Gulfstream. Prospective interested parties may express interest or submit proposals within a designated timeframe, although the government reserves sole discretion to proceed without competition. The contract supports sustained operations and maintenance of critical Navy/Marine aircraft by leveraging Gulfstream’s proprietary expertise, ensuring maintenance and upgrade activities adhere to original design standards. Opportunities for subcontracting with Gulfstream are available, with a designated contact provided for small business inquiries. The performance location is Savannah, Georgia, corresponding with Gulfstream’s facilities.
