Sustainment for Resonant Sciences Adaptable Zonal Radar (RAZR)

This is a sole source contract awarded to Resonant Sciences LLC under FAR 6.302-1, as no other source can satisfy the Department of Defense’s requirement for comprehensive sustainment of ten Resonant Sciences Adaptable Zonal Radar (RAZR) systems, including their enclosed trailers, hardware, and software. The contract is a firm fixed price, non-personal services agreement structured with one 12-month basic period beginning 1 July 2026 and two optional 12-month periods extending through July 2029, with the goal of maintaining all RAZR systems at 100% fully serviceable and operational status. Performance will occur at multiple locations, including Whiteman Air Force Base, NG Site 42 in Palmdale, California, and Hill Air Force Base, requiring on-site calibration, troubleshooting, software upgrades, trailer maintenance, and parts management, with separate billing for user-inflicted damage. The contractor must also deliver Type-1 training to USAF personnel using manuals compliant with AFI 36-2201 and provide unlimited technical data rights to the government as dictated by DFARS 252.227-7013. The government will enforce strict performance standards through a detailed Quality Assurance Surveillance Plan, with 100% inspection of Technical Orders by the Contracting Officer’s Representative and mandatory compliance with cybersecurity requirements under DoD 8500 series, JSIG, and NIST SP 800-53 via the Risk Management Framework. Zero critical or high vulnerabilities may remain unpatched beyond suspense dates, and full Authority to Operate must be maintained. All contractor and subcontractor labor hours must be reported via SAM.gov by 31 October each year for the preceding government fiscal year (1 October to 30 September). Security protocols demand advanced notification of site visits, completion of all clearance documentation for personnel, and adherence to the B-2 program security classification guide.
