Request for Information - F-15 Advanced Display Core Processor II (ADCP II)
Solicitation # FD20602800018
The U.S. Government is conducting market research to identify qualified contractors capable of repairing the F-15 Advanced Display Core Processor II (ADCP II), a critical avionics component with NSN 5825-01-684-8917FX and part number 52000750-3750. This unit processes target data, manages sensory displays for the flight crew, and interfaces with onboard weapon systems, requiring strict compliance with Technical Order 1F-15E-4-4 for mission effectiveness. Due to the absence of government-owned technical data and the inability to reverse engineer or economically acquire intellectual property rights, repair is restricted to the sole source contractor, Boeing, which holds proprietary integration and manufacturing rights. Honeywell is the original manufacturer, but only Boeing currently possesses the necessary system-level data to perform authorized repairs. The government does not own test equipment or repair documentation, and no samples are available for evaluation by potential suppliers. Contractors must demonstrate the ability to furnish all materials, tools, support and test equipment, and services required for repair, with all replacement parts meeting or exceeding original quality standards. Participation in this request for information does not guarantee future contract opportunities, and no reimbursement will be provided for costs incurred during response preparation. The government is not seeking immediate procurement but is gathering data for planning and budgeting purposes under FAR 31.205-18. Respondents are encouraged to submit detailed documentation of their technical capabilities, including plans for overcoming gaps through subcontracting or teaming arrangements, and to identify any work components suitable for small business participation. While large and small businesses are welcome to respond, the requirement remains constrained by data access limitations, making Boeing the only viable source under current conditions. Responses are due by September 6, 2026, and inquiries should be directed to the designated point of contact.

J065--BAYER - INJECTORS BASE PLUS 2 OPTION
Solicitation # 36C24727Q0009
The Department of Veterans Affairs, through Network Contracting Office 7, intends to award a sole-source contract to Bayer HealthCare LLC for comprehensive preventive maintenance and repair services on Government-owned Bayer MEDRAD injector systems located at the Central Alabama Veterans Health Care System. The contract requires all labor, travel, calibration, proprietary software and cybersecurity updates, technical support, component replacements, and repairs as specified in the Statement of Work, with services contingent on access to Bayer’s proprietary tools and authorized training, which are exclusively available to Bayer-certified personnel. The anticipated performance period includes a base year from October 1, 2026, to September 30, 2027, with two optional one-year extensions through September 30, 2029. The sole-source determination is based on market research confirming that only Bayer-authorized service providers can perform the necessary maintenance due to proprietary software restrictions, specialized calibration protocols, and licensed technical access required for the MEDRAD injector systems. This contract is not a solicitation, but a notice of intent allowing interested parties to submit documentation demonstrating their ability to meet the technical and authorization requirements; submissions must include proof of manufacturer certification and access to proprietary systems. All responses must be sent electronically to Jessica Cummings, Contracting Officer, no later than August 10, 2026, at 4:00 p.m. The Government retains full discretion to proceed with a sole-source award or initiate a competitive process based on the responses received.

Preventative Maintenance Service Contract for the Scan Module LSM 880 Microscope
Solicitation # 75N98026Q00966
The National Institutes of Health intends to award a sole-source preventative maintenance service contract to Carl Zeiss Microscopy for the Scan Module LSM 880 Microscope, serial number 2802000272, an existing government-owned instrument originally manufactured by the same vendor. Due to the proprietary nature of the equipment and the specialized expertise required, Carl Zeiss Microscopy is the only vendor capable of meeting these specifications, justifying the sole-source procurement approach. The solicitation, identified by number 75N98026Q00966, was posted on August 6, 2026, with responses due by August 21, 2026, and the service contract is expected to be awarded around September 15, 2026.
