The Navy’s Fleet Logistics Center Puget Sound is soliciting Swagelok O-rings and related components under a sole-source procurement authorized due to proprietary design, with solicitation number N0040626Q0316 issued on June 29, 2026, and responses due by July 7, 2026, at 10:00 a.m. local time. The requirement, classified under NAICS code 332919, is unrestricted and targets specific Swagelok O-rings and titanium connectors listed in the contract schedule, including items with precise dimensional and material specifications such as fluorocarbon O-rings with 90 durometer hardness and titanium male and tube connectors. Despite being sole sourced to Swagelok, the government invites other responsible sources to submit quotations to determine whether competition is feasible, though no obligation to compete is guaranteed. Awards are anticipated by July 2026, with delivery required by July 31, 2026, to Yokosuka, Japan, using Government Origin FOB terms where the Navy arranges and pays for all transportation via the NAVSUP WSS Shipment Processing office after vendors complete the automated Ready-to-Ship web form. All quotations will be evaluated based on technical factors, including delivery date, price, and past performance, with no relative weight assigned among these factors, and the award will go to the offeror deemed most advantageous to the government under RFO 12.203. The government will assess price reasonableness and past performance as part of responsibility determination. Contractors must comply with stringent packaging and marking standards per ASTM-D-3951, prohibiting hazardous or unsuitable materials like asbestos, excelsior, or shredded paper, and requiring heat-treated wood packaging conforming to ALSC certification. Unique Item Identification (IUID) must be applied per MIL-STD-130 and verified using machine-readable automatic identification technology, with shipment labeling following MIL-STD-129 and reporting of IUID data via the Material Inspection and Receiving Report. Electronic invoicing and receiving reports are mandatory through Wide Area Workflow (WAWF), with suppliers required to maintain active SAM registration and designate an electronic business point of contact. This acquisition is a 100 percent small business set-aside restricted to SeaPort NxG MAC holders. The government intends to award a single Firm-Fixed Price Task Order with a base period from December 1, 2026, to November 30, 2027, and four subsequent option years. The comprehensive scope of work covers diverse functional areas, including IT and cybersecurity, solid and industrial waste management, aircraft carrier work integration and project management, logistics and technical engineering planning, records and information management, corporate communications, security program analysis, administrative and personnel support, mailroom operations, and fire safety officer services. Key requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to specific security clearances and qualifications for key personnel.
