AI Contract Overview
Cal Poly Corporation, operating as Cal Poly Partners, is seeking qualified General Contractors to provide Construction Manager services for multiple projects supporting the restoration of Swanton Pacific Ranch. The contract will be executed under a Master Enabling Agreement (MEA) utilizing a Task Order-Construction Agreement (TO-CA), which includes separate agreements for preconstruction services and construction phases. During preconstruction, the selected contractor will collaborate with the Auxiliary to develop constructability reviews, cost estimates, and schedules, ultimately proposing a Lump Sum Price or Guaranteed Maximum Price (GMP). The Auxiliary will only proceed with awarding the construction phase if an agreeable Lump Sum or GMP is established; otherwise, the project will not be awarded. The solicitation emphasizes a license requirement of a B license for contractors and specifies a project size ranging from five million to fifteen million dollars. Interested vendors must respond by October 24, 2025, and can register as a vendor with Cal Poly through their designated portal. The project is located in California, and the primary point of contact for inquiries is Liz Witt via email. This opportunity is part of a broader effort to restore Swanton Pacific Ranch, with the contract aimed at ensuring a collaborative, phased approach to project delivery, emphasizing clear cost and schedule management through the use of the MEA structure.

INTRODUCTION Cal Poly Corporation, dba Cal Poly Partners, hereinafter called Auxiliary, is requesting Statements of Qualifications (SOQ) from interested and qualified General Contractors (Respondents) to provide Construction Manager services with Lump Sum Price or GMP pricing for the construction of multiple projects under a master enabling agreement (MEA) for projects supporting the restoration of Swanton Pacific Ranch.
The delivery method for this contract is Task Order-Construction Agreement for Multiple Projects¿Master Enabling Agreement (TO-CA MEA). The TO-CA MEA will include two types of agreements for the multiple projects: a task order for the preconstruction phase services for each project, and individual project construction agreements for the construction phase. During the preconstruction phase and under an Auxiliary-issued task order, the selected Respondent will collaborate with the Auxiliary on the constructability, cost, and schedule of the Project and develop a Lump Sum Price or GMP proposal to construct the Project. Upon the Auxiliary¿s acceptance of the Lump Sum Price or GMP, the Auxiliary will issue a Construction Agreement to the General Contractor for the construction phase. If the Auxiliary and the General Contractor do not agree upon a Lump Sum Price or GMP, the Auxiliary will not award the construction phase of a Project to the General Contractor.
