Swimming Pool Renovation and Repair with Related Equipment, Supplies, and Services

Sourcewell is issuing a solicitation for a master agreement to procure swimming pool renovation and repair services along with related equipment, supplies, and support solutions for its wide network of Participating Entities across the United States and Canada. This cooperative procurement, identified by solicitation number RFP 081126, is designed to establish a flexible, multi-year contracting vehicle with a base term of four years and potential extensions up to seven years, enabling thousands of public agencies—including K-12 schools, higher education institutions, tribal governments, nonprofits, and other governmental entities—to access pre-vetted vendors for pool maintenance and modernization projects. Proposals must be submitted electronically through the Sourcewell Procurement Portal by August 11, 2026, at 3:30 p.m. Central Time, and only submissions made via this portal will be considered; late proposals will be rejected. All submitted materials become public record under Minnesota law, and proposers must redline the provided Master Agreement Template to indicate any deviations, which must be carefully documented and justified. The evaluation process is structured as a best-value trade-off, with a total of 1,000 points distributed across six key criteria: Pricing carries the highest weight at 325 points, followed by Depth and Breadth of Offered Solutions at 250 points, Value Added Attributes at 150 points, Marketing Plan at 100 points, Ability to Sell and Deliver Solutions at 125 points, and Financial Viability and Marketplace Success at 50 points. The award is not based on lowest price alone but rather on the overall quality of equipment, services, pricing transparency, and operational capacity. Proposers must demonstrate nationwide delivery capability through distributors or subcontractors, provide new and fully operational equipment with industry-standard warranties, and ensure compliance with applicable safety and regulatory codes including OSHA, ANSI, and ISO, as well as federal requirements under 2 C.F.R. §200.327 when federal funds are involved. Delivery must occur directly to the Participating Entity’s site, with all costs—including transportation and installation—included in the quoted price. Offerors are required to pay Sourcewell an administrative fee of 1–2% of quarterly sales and maintain current Manufacturer’s Suggested Retail Prices throughout the agreement. Sourcewell actively encourages participation from Small, Minority-owned, Women’s Business Enterprise, and Veteran-owned Business Enterprises as both primes and subcontractors, though formal self-certification is not mandatory.
